Jesse, may i suggest using this mod Stones of Barenziah DROPPABLE plus Quest Markers or Stones of Barenziah Quest Markers. I used to use the console commands until i found this mod, eliminated all the hassle when creating new characters. Huge + 1 to this. It takes about an hour and a half to get them all.

This mod can help you! It will add a small room under Riften with all 24 stones. "player.additem" won't work, because the script for the quest wouldn't be activated. The entrance is clearly to see on the screenshots. After you have finished the quest, you can delete or deactivate the mod, but don't forget to leave the room first!
