The factory bolt is 6mm, which is smaller than 1/4". The washer spreads the load and acts as a finger to help with retainment. I would have gone with a Helicoil. You need a minimum of 4 threads, preferable 6. The torque for that bolt was 10ft-lb, not 17ft-lb. I prefer using 120in-lb at that low value.
