It’s not a woodway in any way other than a slatted belt. One of the biggest differences is the motor. The woodway has a minimum of 5HP motor but the tread only has a 2HP motor. The sound comes from the vibrations that travels through the floor and walls. The reason why it's quieter in the basement is the earth doesn't transmit the vibrations very effectively.
