You probably declined the 'Auto fit on paper' dialog after Print Preview (Ctrl+Shift+P). Try the button with red rectangle in the Options Toolbar => 'Auto fit the drawing to page (s)'. Don't worry, your drawing is not scale ... A proper paper scale is calculated regarding all visible things in Model_Space and the paper size.
