Normally, you can start in gear if the clutch is pulled in. There is a switch on the clutch handle that looks after this. Could be out of adjustment, dirty, no good, etc. Give it a looksee. Kawasaki's can sometimes be a little balky on the 1-2 shift and if you have a heel/toe shifter, it is soooo easy to give the old heel a stomp and then ugly things happen inside the transmission.

I had the belt drive and didn't like it, so I went back to chain with smaller sprockets.

The starter run on could be caused by bad solenoid, starter switch/kill switch holding the connection, bad starter circuit relay in the junction box, or bad starter relay.
