It literally has to run at 60fps for the base mechanics to work (any more or less than exactly 60 and the game literally breaks) What happened before is some of the cutscenes in between rounds ran at 30fps and it was a little weird. God Hand is 30fps, it's just 30fps well done, so it plays perfectly fine even for a game with such action. I was on the "anything below 60 fps is unacceptable" camp, but then I played God Hand, then I noticed that most of my other favourite games are also 30fps, so yeah, I still think 60fps should be the standard, but 30fps doesn't necessarily need to be absolute unplayable trash.
