Some beggers can be farmers. Narfi for instance can be hired unless you killed him in the dark brotherhood. Once you hired two farmers the quest should progress.On your map, the location of Boy and his village are shown with markers. Boy is a fragile warrior-at-heart, so be sure to protect him while traveling through the dangers of Skyrim although like any other children of Skyrim Boy cannot die, or even bleed. It all depends on where the giants are standing when the farmer drops off the cow, if they're outside of their threat range the farmer gets to live.
