While low attack on an offensive servant is disappointing, the stat spread fits perfectly with Cleo’s sustain-oriented kit, so it’s somewhat forgivable. Cleo’s NP gain is absurdly good. AoE Arts SSRs with multi-hit NPs and 50% batteries are fantastic as a rule thanks to their synergy with the best support in the game. She also has good CQ utility, and—most importantly—a 100% battery skill. This makes her one of the best loopers in the entire game. In exchange, her damage is quite low—to the extent that she struggles to keep up with the likes of Muramasa. If you really like her, she can do well enough in lower-difficulty fights, but without a substantial buff down the line, she’s not going to be able to handle top-end content.
