Huh. Thanks. There's no way to get it currently. The Ammit is a great choice for Incandescent. That originally came out through a questline from the Enclave, but I am not sure if that is still available.
Not sure about vendors, however, the new dungeon smg is decent alternative. It's solar and can roll with demo+incandescent. So there's a chance that Xur or Banshee will sell the mini tool but it's all rng and the weapon pool is huge. And even then the odds that he'll sell a good roll with incandescent are slim.
