To check the fuel pressure you screw a fuel pressure gauge on the fuel rail. Ground pin #6 of the self-test plug and turn on the key. The gauge should read 40psi. You can rent a fuel pressure gauge from most auto part stores and get your money back when you return it.

Apparently the geniuses at Ford allow the starter to turn over, but some ECM somewhere was NOT getting enough voltage to start the engine. So, with a battery with low voltage (12.0 to about 13.00 volts) and/or week charge depth, the starter turns, but it won't start.
