It's BW2 "hard" mode. It makes several changes to the game to make it more difficult. All trainer's Pokemon have their levels increased (wild Pokemon are unaffected). Important trainers will have more Pokemon with held items (the elite four and champion had every single of their mons holding an item).

Not all of the challenge modes are "challenging". Some of them just have a gimmick, and this gimmick seems to be that everything is cold and that makes everyone slow. Some ways this one is challenging though is that it can make finding the ghost room somewhat more difficult as the broken generator makes the thermometer unreliable and the snow makes ghost orbs difficult to spot. What does "Detectives only" challenge mode actually do? I havent seen anything online describing what changes about the game. Sweep the ghost room for orbs first thing (Mimic). Set the video camera somewhere in the room (Raiju later).
