The cache is in a room behind large doors on the other side of a bridge you lower with a cogitator. The rumor doesn't complete due to a bug. I was in the top right corner room.

When you scan the map, any of the 3 systems will have an icon next to them. Janus and Dragonus are both Galactic North of Footfall. Kieva Gamma is far to the west. Given current performance issues with KG, do them in that order. Dargonus is just a little bit north of Janus on the galaxy map.
