I am at my wit's end trying to figure out if this is possible in my second playthrough, and all I have left to do is ask. I have exhausted every possible way I can think of to trigger the "cliff side" scene with Shadowheart, or to make progress with her romance while siding with the Goblins and recruiting Minthara to no avail.
There are several dialogue choices afterwards where you can get approval from her talking about it, and she's happy if you're non-judgmental or accepting of it.
