I remember for some of the "craft x " journey steps, you don't have to craft it. You just have to pick it up. So if you already have one or find it on an enemy, you just have to transfer it to your inventory. Just crafting it or spawning it doesn't work.

Ive done it at least 10 times with the yog cleaver and it has not completed that step. Okay this one took a few tries to figure out, but basically you have to use the god tool to harvest a body until it turns into a loot bag. Not just once for your token, but two/three times.
