I found out I was missing two gigs: "Small Man, Big Evil" and "Fixer, Merc, Soldier, Spy", but they were not showing up. I completed a side job I had not done (Big in japan), and suddenly two new !-icons showed up for the missing gigs - and the trophy popped after completing those two.

I'm currently stuck at 22 gigs at Regina's gig and there's no other gigs on the map I heard when you finish the "Welcome to America, Comrade" gig, you will get another gig after that, but so far I haven't got any messages to any gigs Is this a bug? if so, how do you fix it?

Given that you are at 96%, it should mean that you are only missing 1 or 2 missions. Since you've go all other district's achievements, we can omit the possibility that you are missing a gig that ends outside of but still counts for Watson, e.g. "Gig: Fixer, Merc, Soldier, Spy". Check your journal and see if you have completed "The Prophet's Song".Upon entering the living room, wait for Akulov to go outside and sneak over to the table and collect the Shard, then leave the building and call Regina.
