I updated the Sentinel DB and noticed some changes to the CLMRN section. I pushed the departments I previously had programmed with the updates hoping it would correct the issue. Now, those departments do not appear while scanning. I pushed the entire Sentinel entry for the CLMRN and assigned it a Quick Key but I'm not able to enable that Quick Key.

He insists that it can't be since a mobile with a 996P2 parked outside the firehouse works fine. The best thing to do is go to Broadcastify CALLS and see if the audio/RID/times match up with Plainfield PD. I would agree that the 198xxxx radios are likely Central CT State Univ. I would guess that they may be running the same IDs on their 858.7375 channel.
