Every garrison oriented commander offers something slightly different, so it's quite hard to judge which one is the best. As another commenter mentioned, Sun and Kusunoki are really good together. They both have strong AOE abilities and have skills that buff infantry/archers as well as garrison buffs.

So yeah wedge is the best if both commanders do a lot of skill damage. And Arch is good for a commander like Martel. Hollow square is a good allround formation for any commander. These are the 3 best imo, but having good armaments for the formation is just as important.We can compare a legendary with the epic one with similar roles. E.g. Fredrick with Scipio, Charles with Sun Tzu. You're severely underestimating legendaries if you think epics stand a chance against a 5/5/1/1 legendary.
