You have a hdmi based cable box, the captions are coming from the box and can only be turned on/off there. Look carefully on the comcast remote, for a button that says CC, Caption, or Subtitle. If you don't see that, go into the setup/menu on the comcast remote, and there you should see Accessibility and then can set captions off from there.
